Wings are joined in the next round.

Rnd 21: Crochet 9 sc, put the wing from the outside in such a way:
Crochet next 10 sc in back loops of the wing and through the stitches of the previous body round (insert hook through a wing and body at the same time), 16 sc across the body, 10 sc across the second wing and body (the way you made the first wing), 9 sc across the body [54]

Uncrocheted loops will be visible on the wings.
Rnd 22: see Rnd 21, but use front loops of the wings.

That is, 9 sc across the body, 10 sc across the wing and the body, 16 sc across the body, 10 sc across the second wing and the body, 9 sc across the body [54]
The wings will be flat along the body and won’t turn up.

Rnd 23: sc in all 54 st [54]
Sew the beak to the front in the center between the wings (between Round 13 and 16). Stuff the beak before sewing.
Sew black beads to the eye whites or insert safety eyes. Attach the eyes at both sides of the beak (the beads or safety eyes are located between Round 13 and 14).

Rnd 24-34: sc in all 54 st [54]

Make even decreases in each round to close the opening.

Rnd 35: (sc in the next 7 st, dec) repeat 6 times [48]

Rnd 36: (sc in the next 6 st, dec) repeat 6 times [42]

Place the marker in the center of the back, for symmetry. Fold the body part in half, the beak should be at the bend.
Crochet some sc till the bend and place the marker.
Legs are joined in the next round in the same way as we made wings.

Rnd 37: sc in the next 3 st, dec, sc in the next 6 st, dec, sc in the next 5 st across the leg and the body, sc in the next 2 st, dec, sc in the next 2 st, sc in the next 5 st across the second leg and the body, dec, sc in the next 6 st, dec, sc in the next 3 st.
Rnd 38: (sc in the next 3 st, dec) repeat 2 times, sc in the next 4 st, dec, (sc in the next 3 st, dec) repeat 2 times, sc in the next 4 st, dec, sc in the next 3 st, dec [30]

Stuff tightly. Add some granules in the belly to add some weight.
Rnd 39: (sc in the next 3 st, dec) repeat 6 times [24]

Rnd 40: (sc in the next 2 st, dec) repeat 6 times [18]

Rnd 41: (sc in the next 1 st, dec) repeat 6 times [12]

Rnd 42: (dec) repeat 6 times [6]

Cut the yarn. Close the opening. Hide the tail inside the body.
Crochet a suitable circle or oval with white yarn for the belly.

For example:

Rnd 1: 6 sc in magic ring [6]

Rnd 2: inc repeat 6 times [12]

Rnd 3: (inc, sc in the next st) repeat 6 times [18]

Rnd 4: (sc in the next 2 st, inc) repeat 6 times [24]

Rnd 5: (inc, sc in the next 3 st) repeat 6 times [30]

Rnd 6: (sc in the next 4 st, inc) repeat 6 times [36]

Rnd 7: (inc, sc in the next 5 st) repeat 6 times [42]

Leave the tail for sewing, cut the yarn. Sew to the body.

Winter hat:

See the picture below as example of hat making

Crochet 22-26 ch + 1 ch for lifting, turn. The exact number of chains depends on the head size, try it on the penguin before to get to the next step.

Second row: hdc in each stitch till the end, 1 ch for lifting, turn

Third row and all the following further: hdc in each stitch till the end in BACK LOOPS only, 1 ch, turn
Finally, you’ll get a rectangle, the length of which is equal to head circumference. Fold this rectangle in half and sew as a pipe.
Using sewing needle make stitching through the top of the pipe to gather the edges. Turn out the hat, decorate it with a pompom.

Scarf:

Make a chain of desired length

Row 1: starting from second ch from hook: sc in all st, turn

Row 2: 1 ch, sc in all st

Fasten off. Make some fringes at the ends of the scarf.
Dress up your baby penguin amigurumi. Your toy is finished!
